Lt. Kelli A. Starr-Leach was appointed to the New Castle County Emergency Medical Service in 1992 and was enrolled in the Medical Center of Delaware Paramedic Training Program. She graduated from paramedic training and became a Nationally Registered Paramedic in 1993.

Lt. Starr-Leach attended the University of Delaware, where she received a Bachelor of Science degree in Health and Physical Education. She is also a Pre-hospital Trauma Life Support (PHTLS) instructor. Lt. Starr-Leach is a graduate of the West Point Command and Leadership Academy sponsored by the New Jersey Association of Chiefs of Police.

Lt. Starr-Leach served as a Field Training Officer for the EMS Division. She served as the Public Information Officer (PIO) for the EMS Division from 2003 to 2008, and was promoted to the rank of Paramedic Corporal in 2004. She was promoted to the rank of Paramedic Sergeant in 2005, and was subsequently promoted to EMS Lieutenant in 2013.

Lt. Starr-Leach has received several commendations, including a Distinguished Unit Citation for her actions at the Crestview Apartments building fire with multiple patients. She was also part of the EMS personnel that received recognition from the Delaware General Assembly, Wilmington City Council and the Wilmington Office of the Mayor for the same incident. Lt. Starr-Leach has also received a Unit Letter of Commendation and a Pre-hospital Sudden Cardiac Arrest Save Citation from the Department of Public Safety.
