The clerk of the peace oversees the issuance of marriage licenses at the New Castle County Marriage Bureau. We also perform ceremonies in the office and offer name change kits. In addition to performing ceremonies, the clerk of the peace also pays special tribute to couples celebrating their anniversaries by reaffirming and renewing their vows. Unique heirloom certificates are available for commemorating the occasion.

NOTICE:  The implementation of Clergy Registration as mandated by the State Code has been temporarily delayed by Delaware’s Clerks of the Peace.  Clergy persons will be kept advised of the status of this requirement.


COVD-19 Forces NCC Marriage Bureau
To Make Some Changes



COVD-19 is forcing Clerk of the Peace Ken Boulden to make some changes at the Marriage Bureau.
His staff at the New Castle County Marriage Bureau comes into personal contact with an estimated 33,000 individuals a year -- that’s about 2,750 people a month from all over the world.  Thus, Boulden is initiating policies and procedures to reduce their risk of exposure to the virus.

The Marriage Bureau currently has 60 civil marriage ceremonies scheduled through mid-April.  Those couples will be asked to postpone their weddings if possible.  If couples wish to have their ceremonies as planned, they will be asked to limit the number of guests to the two witnesses required by law.  Exceptions to that request would require approval prior to their wedding day.  Normally, couples are permitted to invite up to 25 guests on their special day.  Boulden said, couples also fear cancellation or postponement of their wedding plans by outside venues and vendors.  If they already have a marriage license, he’ll extend the time period that their marriage license is valid whenever possible.

Additionally, Boulden has put into effect a number of new administrative policies and procedures.  Effective immediately, his office will not accept “walk-in” requests for Certified Copies of marriage records.  Individuals needing Certified Copies must apply online at gocertificates.com.  His office will also temporarily suspend the issuance of “Single Status” certifications and “Non-Resident Marriage License Application – Affidavits”.
Predicting that the upcoming wedding season will be “slower than usual,” Boulden referenced a quote by Herbert, “Love and a cough cannot be hid.”  He added, “Somehow, that seems strangely appropriate right now.”

Valentine's Day is always a special day at the Marriage Bureau.  This Year, Valentines's Day is on Tuesday, February 14th.  We will perform ceremonies all day during our open hours, and will accommodate every couple that schedules by Friday, February 10th.  However, we cannot provide witnesses.  Learn more about our ceremonies here.
