What is eServices?

eServices represents all the components of New Castle County's new online plan review system for contractors and developers to submit land development and permit plans and documents electronically rather than on paper. The main component of the process is ePlans, which is a secure online plan review system that allows our staff to perform their reviews directly on the electronic submissions and review them simultaneously. Also part of the new process is the online application system, eApply, which will initiate the online experience for permit customers. eServices will not only increase the efficiency of the plan review cycle and reduce costs associated with obtaining plan and permit approvals, but it will also support the County Executive’s green initiative. *Note: Recommended Browser for ePlans - we recommend that our customers use Internet Explorer (IE), although limited functionality is available using Chrome, Firefox, Safari, etc. Complete System Use Requirements may be found online.

Getting Started with ePlans

Submitting an Application:

Building Permit customers for Non-Residential new buildings and Single Family Dwellings may complete your initial application through eApply. Once your application is approved, you will receive an email inviting you into the ePlans project and granting the applicant rights to upload electronic files.

Land Development customers will still make your initial submissions (electronic files on cd) and fee payment at the Dept. of Land Use. Our staff will then complete the application process and send you an email inviting you into the ePlans plan review project.

Configuring your Computer and Logging In:

Prior to logging into ePlans for the first time, your computer must be configured properly, including downloading and installing the required ProjectDox Component files. A Quick Guide and Complete System Use Requirements may be found here. Upon your initial login, you will verify the account and select a password. Please follow the instructions in your email. Note: ePlans is a secure, closed system. Only authorized users and staff members have access to your plans.

Plan Review Process:

Important! Please review the ePlans Applicant User Guide in its entirety before starting the process. The User Guide contains step-by-step instructions for each step of the plan review process, as well as standards and requirements for plan naming, file types, folder structures, graphic scales, etc. Once you have successfully uploaded your project files in ePlans, our County Plan Review team and outside agencies, if applicable, begin the prescreening review of your project. If your plan does not pass review, you will be notified regarding any necessary corrections required. Once your corrections are completed, you will upload the amended plans and then confirm completion of all tasks.

Project Approval:

Once your plans have been approved by the County Plan Review team, you will be notified via email.

Building Permit customers will be notified after NCC staff performs a final review the project. If incomplete or additional fees are due, you will be provided with instructions to complete the tasks. Once the permit has been issued, another email notification will state that approved plans/permits are available for download in ePlans.

Land Development customers will receive an approval letter and be granted access to download plans in ePlans after final Department approval is granted. If a mylar submission is required, the applicant submits mylars and ROD fees to the Department of Land Use for project recordation after the ePlans approval.
