Title: Public Safety Director
Director Joseph Bryant, Jr. has 38 years of progressive law enforcement experience, including more than 27 years of police supervisory and management roles with two major law enforcement agencies.
In 1976, Director Bryant began his law enforcement career as a police officer in the New Castle County Police Department. During the next 24 1/2 years, he rose through the ranks and managed nearly every unit in the department, including the Uniform Patrol Section, Drug Enforcement Unit, Community Service Unit, Internal Affairs Unit, K-9 Units, and the Traffic Services Unit. Prior to retirement in 2000, Director Bryant was promoted to Police Major, serving as the commander of the entire Operational Section of the department and the Human Resources Unit.
In June 2000, after his retirement from New Castle County Police, Director Bryant joined the Delaware River & Bay Authority and served on the executive staff of the Police Department. In 2009, he became the Acting Chief of Police and after the Authority initiated an extensive nationwide search and a rigorous promotional process administered by the IACP, was promoted to CEO/Police Chief of Delaware River and Bay Authority in August 2010, where he served as the Police Chief until retiring in 2013.
In January 2013, Director Bryant returned to New Castle County to begin his official duties as the Director of Public Safety. As the general manager for the Department of Public Safety, he is responsible for managing and implementing policies in the area of public safety. Director Bryant oversees the four Public Safety Divisions: Police, Emergency Medical Services, Emergency Communications and the Office of Emergency Management.
Director Bryant earned a Bachelor of Science degree in Criminal Justice from the University of Delaware. He also has received specialized professional training at the FBI National Academy in Quantico, Virginia; and the Senior Management Institute for Police Executives at Harvard Law School. He currently serves on the Board of Director of the Delaware Police Chiefs’ Foundation and a member of the International Association of Chief of Police. He also serves as President of the Delaware Chapter of the National Organization of Black Law Enforcement Executives.
Director Bryant is an active member of Bethel AME Church in Wilmington and the Wilmington Alumni Chapter of Kappa Alpha Psi Fraternity, Inc. Married for 36 years to Sharon Marie and resides in Bear, Delaware. He has two children, Charita and Joseph, III; one daughter-in-law, Yvonne; and two grandchildren, Chloe and Joseph IV.
