COUNCILMAN TANSEY'S BIOGRAPHY...

Councilman Tansey and familyCouncilman Bill Tansey is a graduate of the University of Delaware with a bachelors degree in mechanical engineering. He received his Masters in Business Administration from Widener University. He is married with three children and five grandchildren. 

Councilman Tansey co-chairs Council's Finance/Administration Committee. He also serves as a member of theSpecial Services Committee, Community Services Committee, Public Safety Committee, Land Use Committee, Economic Development Sub-Committee and Executive Committee.

Prior to his election to New Castle County Council, Bill worked as a mechanical/environmental engineer with the Delaware City refinery for forty-four years. This work provided extensive experience in land use, environmental, and development issues. He retired from the refinery in 2002.

Councilman Tansey presents a ResolutionCouncilman Tansey served his country for thirty-five years in the Delaware Army National Guard and retired as a Brigadier General. In addition, he served as a Commissioner with the New Castle County Housing Authority, as well as a Town Commissioner of Dewey Beach. Currently, he is a board member of the Association for the Rights of Citizens with Mental Retardation (ARC) and Tri-State Bird Rescue. Bill also serves on the New Castle County Economic Development Council.

Since Bill was elected to serve the residents of the Third District in 2002, he has lead, participated, and supported a variety of legislative and public policy efforts to improve the quality of life for not only the residents of his district, but the citizens of New Castle County as a whole.

Bill has sponsored legislation increasing property tax relief for disabled citizens, to continue investment in revitalizing communities, to improve drainage code requirements, to provide appropriations to enhance the efforts of our Public Safety personnel, and rehabilitate our sanitary sewer system.

Bill is very proud of the work he has done in establishing New Castle County's Hometown Overlay Program.  The Hometoen Overlay concept is a result of the County's 1997 Comprehensive Plan Update acknowledging the difficulty of perpetuating existing patterns of development and community design in older communities under modern land use regulations.

In 2004, the Hometown Overlay enabling legislation, spearheaded by Councilman Tansey, was adopted by County Council, making possible the creation and use of community redevelopment plans and design guidelines.  As a result, the real estate development community has additional flexability to design development that adheres to the concept established by the community.

Today, both the villages of Hockessin and Centreville benefit from Hometown Overlay designations.

Tansey honors County Military Service EmployeesMr. Tansey remains dedicated to ensuring Third District constituents are informed and aware of new development in their area by hosting public meetings and workshops, forwarding plans to Civic Association and Community leaders, and representing their interests before County Boards and Commissions.
