App. 2013-0660-S/Z. East side Glasgow Avenue, south side Pulaski Highway (US 40), and west side Summit Bridge Road (SR 896). Exploratory Major Land Development Plan, Rezoning and PLUS Review for Glasgow Avenue. The plan proposes to consolidate 14 parcels to create a 29.07 acre parcel (with 24 acres already zoned CR and to rezone an additional 5.65 acres from S to CR); and, to develop the site with a mix of retail, office, and restaurant uses totaling 308,500 gross floor area. Ord. 15-003 will rezone 5.65 acres from S (Suburban) to CR (Commercial Regional) and will amend the 2012 Comprehensive Development Plan consistent therewith. CD 11.
App. 2014-0700-S/Z. North side Ogletown Road (SR 273), south side CSX Railroad, and west of Ruthar Drive. Exploratory Major Land Development Plan, Rezoning and PLUS Review for The Avon Site. The plan proposes to rezone 45.5 acres from I (Industrial) to CR (Commercial Regional) for a 616,900 gross floor area mixed use development with retail, office, restaurants, three-story residential apartments, and a parking garage. Ord. 15-004 will rezone 45.5 acres from I (Industrial) to CR (Commercial Regional). CD 5.
App. 2014-0736-T. To Amend Chapter 40 of the New Castle County Code (also known as the Unified Development Code - UDC), Article 33 (Definitions) Regarding Parking Structures. Ord. 14-127 is a text amendment to encourage the use of parking structures by excluding the parking structure gross floor area from the definition of a minor land development plan and requiring that the landscape surface ratio (LSR) increase by at least twenty-five percent over the required LSR.
