New Castle County is committed to quality affordable housing programs. The Workforce Housing Program is an initiative designed to provide an opportunity for low to moderate income households to purchase affordable housing units in New Castle County.

The Workforce Housing Program is a voluntary partnership with the local construction industry to include affordable homes in new home communities. It is an initiative that does not use federal, state, or county funding to accomplish the goal of affordable housing for county residents. It allows for affordable housing that is interspersed within a community providing households with options for location and home size. It provides affordable housing that is indistinguishable from market rate homes.

There are deed restrictions and buyer’s agreements that impose restrictions on the home in order to ensure continued affordability during the affordability term. Those restrictions and agreements include:
  • Authorizing annual monitoring for compliance with the Workforce Housing Program
  • Defining default conditions and legal remedies to cure defaults
  • Limit future sale prices of the home
  • Limit future sales to eligible qualified buyers
  • Restrict refinancing of the home
  • Restrict the use of the home to owner occupancy
